Gender,PovertyandEnvironment

Genderisrarelyconsideredasamainstreamissueinenvironmentalpoliciesandprogrammers.However,abetterunderstandingofthedifferentprioritiesandperceptionsofmenandwomencanbeusedtomaximizepolicyeffectiveness.
1.Inmanypartsoftheworld,womentendtobethepoorestofthepoorinaveryliteralsense.Inadditiontobeingthemajorityamongthepoor,theyareoftendeniedthemostbasicrightsandaccesstocriticalresourcessuchasland,inheritanceorcredit.Theirlabourandknowledgeareundervalued.Theirneedsareoftenoverlooked.Theyaremorevulnerabletodiseaseanddisastersandthesituationismadeworsebytheirpoverty.Culturalandsocialnormssometimescomplicatemattersfurtherbyplacingadditionalexpectations,restrictionsandlimitationsonwomen.Gendergapsarewidespread,andinnoregionoftheworldarewomenequaltomeninlegal,socialandeconomicrights.
2.Thesynergiesbetweenthegoalsofgenderequity,povertyalleviationand
environmentalsustainabilityareexploredbelowintermsofaddressing
povertyamongwomen--includingenergyandwaterpoverty,health,climatechange,naturaldisastersandcreatingsustainablelivelihoodsbyempoweringwomenintherealmsofagriculture,forestandbiodiversitymanagement.3.Energy,environmentandgender
Thesynergiesbetweengender,environmentandtheenergysectorwerefirstrecognizedinrelationtobiomassenergy.Womenwererecognizedasusersandcollectorsoffuelwood,andasvictimsofenvironmentaldeteriorationthatcausedenergyscarcity.
4.Thesurveyshaveshownthatwomenspendlonghoursinfuelcollection.Theburdenincreasesasdeforestationworsens,andthisaffectsthetime

availabletowomenforotheractivitiesincludingincome-generatingactivities,educationandparticipationindecisionmaking.InSudan,forinstance,deforestationinthelastdecadeledtoaquadruplingofthetimewomenspentgatheringfuelwood.Thisstimulatedeffortstopromoteafforestationanddesignmorefuel-efficientstoves.Fundingpeteredout,however,whentheimprovedstovesandforestryprojectswerenotassuccessfulasanticipated.
5.Attentiontobiomassenergyanditsimpactonwomen'sliveshasrecentlyrevived.Indoorairpollution,mainlyfromwoodfuelsmoke,rankedasthefourthlargesthealthproblemindevelopingcountries.Itisestimatedtokill2millionwomenandchildrenindevelopingcountrieseveryyearandalsocausesrespiratoryandeyediseases.Therearedifferencesinexposureaccordingtoageandeconomicstatus,andinsomecultureswomentendtoundervaluetheirownhealth,leadingtounder-reportingofproblems.6.Inmanydevelopingcountries,communallandsremainacrucialsourceofbiomassenergy,yetprivatizationoftheselandscontinuesapace--reducingfreeaccesstofuelwood,andremovingyetanotherwherecooperativedecisionscouldbemadeonsustainablemanagementoffuelwoodsources.7.Indevelopedcountries,thelinksbetweengender,environmentandenergyhavebeenexploredmainlyintheareasofequalopportunityintheenergyprofessions,decisionmakinginenergypolicy,pollutionandhealth,preferencesforenergyproductionsystems,accesstoscientificandtechnologicaleducationandthedivisionoflabourinthehome.8.Climatechangeandgender
Climatechangeispredictedtocausedisplacementofpopulationsduetosealevelrise.Inmanypartsofthedevelopingworlditisexpectedtoincreasewaterscarcity,toincreasethediseaseburden,tonegativelyimpactagriculture,andtocausemorefrequentextremeweatherevents.Theeffectsofclimatechangeandadaptivecapacityareverylikelytodifferbygender,becauseofthestrongrelationshipbetweenpovertyand

vulnerability,andthefactthatwomenasagrouparepoorerandlesspowerfulthanmen.
9.Thepotentialvalueofgenderasafactorindecidingonpoliciesandprogrammestoreducegreenhousegasemissionshasreceivedevenlessattention.Forexample,asusersofhouseholdenergy,womencanplayakeyroleinenergyconservation,aswellasinpromotingrenewableenergytechnologies.
10.Bothsexesmakedecisionsabouttheformsoftransporttheyuseandhowfrequentlytheytravel,andtherearegenderdifferencesinthechoicestheymake.Indevelopedcountries,forexample,womentendtousepublictransportmorethanmen.11.Landtenureandagriculture

Despitewomen'skeyroleinagriculture,mostoftheworld’swomendonotequallyown,inheritorcontrollandandotherproperty.Discriminatoryinheritanceandpropertyownershiplawsrestrictwomen'sabilitytoensurelong-termfoodsecurityforthefamily,andtogetloansusinglandascollateral.Theyalsohaveimportantconsequencesforsoilandlandmanagement--itiswidelyacknowledgedthatownersoflandtakemorecaretoensuresoilconservation.Improvedaccesstoagriculturalsupportsystems,includingcredit,technology,education,transport,extensionandmarketingservices,isessentialtoimprovingagriculturalproductivityandpromotingenvironmentallysustainablepractices--yetoftenwomenhavenoaccesstotheseservices.
12.Thedivisionoflabourbetweenmenandwomeninagriculturalproductionvariesconsiderablybetweencultures.However,asabroadgeneralization,Itisusuallymenwhoareresponsibleforlarge-scalecashcropping,especiallywhenitishighlymechanized,whilewomentakecareofhouseholdfoodproductionandsomesmall-scale,lowtechnologycultivationofcashcrops.Thishasimportantimplicationsforbiodiversity.Gender-differentiatedlocalknowledgesystemsplayadecisiverolein

conserving,managingandimprovinggeneticresourcesforfoodandagriculture,InKenya,men'sknowledgeoftraditionalcropsandpracticesisactuallydecliningasaresultofformalschoolingandmigrationtourbanareas.Bycontrast,womenretainawidelysharedlevelofgeneralknowledgeintheconservationandsustainableuseofbiologicaldiversityaboutwildfoods,craftandmedicinalplants,andacquirenewknowledgeaboutnaturalresourcesastheirrolesanddutieschange.13.Water
Lackofaccesstocleanpotablewaterhasbeenrecognizedasafactorincreasingwomen'sworkburdensinthosepartsoftheworldwheretheyareresponsibleforcollectingwaterforbasicneedslikecooking,cleaningandhygiene.Insomecaseswatercollectioncantakeupto60percentoftheirworkingtime.
14.InruralAfrica,womenandgirlsspendasmuchasthreehoursadayfetchingwater,usingupmorethanone-thirdoftheirdailycaloricenergyintake.Thislimitsthetimeavailableforthemtoengageinwage-earningeconomicandsocialactivitiesanddevelopmentprojects.Lackofcleanwaterisalsoresponsibleforwaterbornediseasesamongchildren--oneofthemajorcausesofchilddiseaseandmortality.Thisfurtheraddstowomen'schildcareresponsibilities.
15.Thelackofeasilyaccessiblewaterhashealthimplicationsforwomenaswell.Carryingheavywaterjarsoverlongdistancesduringpregnancycanresultinprematurebirths,prolapseduterusorbackinjuries.Constantexposuretowaterwhilecollecting,washingclothes,cleaningandcookingputswomenatgreaterriskofcontractingwater-relateddiseases.Forinstance,ineasternTanzania,urinaryschistosomiasis,awater-relateddisease,wasmostcommonamongboys,andalsoamonggirlsandwomenbetweentheagesof10and40.Theincidenceamongboyswasassociatedwithswimming.Amongwomenandgirls,itwasassociatedwiththelocalpracticeofwashingclotheswhilestandinginschistosomiasis-infested

water.16.Health
Thelinkbetweenhealthandtheenvironmenthasbeenwidelyrecognized,ifnotfullyactedupon,inrecentyears.Uncleanwateranduntreatedsewageareresponsibleforthespreadofwaterbornediseasessuchascholeraandintestinalparasites.Limitedaccesstowatermayberesponsibleforthespreadofgerms.pollutantsintheenvironment(includingairpollutantsfromtransportandindustry,chemicaltoxinsandheavymetalsfromindustrialprocesses,anddioxinsfromwasteincinerationposeaconstantthreattothehumanbody.Climatechangeisexpectedtoincreasetheburdenofdiseaseconsiderablybyallowingvectorstobreedinlatitudesoraltitudeswherecurrenttemperaturespreventthem.
Menandwomenareexposeddifferentlytoenvironmentalrisks,andtheirbodiesmayresponddifferentlyeventothesamethreats.Forinstance,theincidenceofrespiratoryillnessesisconsiderablyhigheramongwomenandyoungchildren,whoareconstantlyexposedtoindoorairpollution,thanamongmen.
17.Poornutritionallevelscanmakepeopleparticularlyvulnerabletoinfectiousdiseases,andageandgendermayexacerbatethisrisk.Malaria,forexample,ismorelikelytocauseseriousproblemsordeathinyoungchildrenorpregnantwomen.Duringpregnancy,itcancausesevereanemia,anditcanalsoharmthefetus,increasingthechancesofabortion,prematurebirth,still-birth,intrauterinegrowthretardationandlowinfantbirthweight.
18.OneofthenewestthreatstohealthandsocialwelfareisthespreadofHIV/AIDS.Bothsexesareaffected,buttodifferentextentsindifferentpartsoftheworld.Globally,menaccountfor52percentofinfectedadults.Lackofinformationamongwomenonhowthediseaseistransmittedconfoundstheprobleminmanyregions.Insub-SaharanAfrica.65per

centofthoseinfectedarewomen.Inthisregion,womengrowmostofthefood,andwomen'sagriculturallabouroftenshowsthefirstsignsofwidercommunitydisruptionbyHIV/AIDS.Forexample,inMalawi,Mozambique,ZambiaandZimbabwewherewomenareresponsibleformostfoodproduction,therehasbeenaprogressiveshiftfrommaizeproductiontolesslabour-intensive,andlessnutritious,cassavaproductiontocompensateforthelabourlostthroughHIV/ADS.19.Urbanization
Untilrecently,thelinkbetweengender,theenvironmentandurbanizationwasmostlyseenasruralwomenbeingleftbehindinruralareastotakecareofagriculture,whilemenmigratetocitiesinsearchofabetterincome.Thisfocushasslowlyexpandedtoincludetheimpactofurbanenvironmentsonwomen.Inmanydevelopingcountries,peoplemigratingasunskilledlabourerstoacityfaceachallengeinaccessingevenbasicnecessitiessuchasfood,water,andhousing,andtheyarevulnerabletoexploitationandeconomicabuse.
20.Airandwaterpollutioncanbeextremeinurbansettings,andsanitationandwastetreatmentpoorornon-existentinlow-costresidentialareasandslums,Housingtenurepatternsintownsandcitiesalesometimesgenderdistorted:itisoftenharderforwomentohavesecuretenureoftheirhousingorland.Inaddition,inequitableinheritancepracticesleavefemale-headedhouseholdsextremelyvulnerable,especiallywherelandgrabbingoccurs.Manyurbanhouseholdshavefemaleheads,andtypicallythesearepoorerandmorevulnerablethanhouseholdswithacouple.21.Environmentaldisasters
Disastersdonotstrikeevenlybysocialclassorgender.However,itiswellestablishedthatthepooraremoreexposedtoenvironmentalandotherdisasters,andalsomorevulnerabletothemwhentheyoccur.Theyaremorelikelytoliveindisaster-proneareas,invulnerable,badlybuiltandbadlysitedhousing,andwithfewresourcestopayforrescueorrehabilitation.

22.Anyonewhoislocated(sociallyand/orspatially"outoftheloop"ofinformationsuppliedbyearlywarningsystemsislikelytosuffermorefromdisasters.Insomecountries,theseindividualsaremorelikelytobewomenthanmen.The1991cycloneinBangladeshresultedinadisproportionatenumberoffemaledeaths(71per1,000womenasagainst15per1,000men.Thiswaspartlybecausewarningsofthecycloneweredisplayedinpublicplaces,lessfrequentedbywomen.Researchersalsofoundthatwomendelayedleavingtheirhousesformuchlonger,inordertoavoidtheimproprietyofbeingaloneinpublic.Womenwerealsolesslikelytohavebeentaughthowtoswim.
23.Ontheotherhand,mensometimestreatdisasterwarningslessseriously.MorementhanwomendiedinFloridaandtheCaribbeanduringHurricaneMitchin1998,inpartbecausetheyventuredintothestorm.TheearthquakeinKobe,Japanin1995demonstratedcleargenderdifferentiatedimpactsbothduringandaftertheevent.24.ChallengesfortheFuture
Thefullsuccessofforward-lookingstrategiesforbringinggenderintoenvironmentalanalysis--andviceversa--mayhingeonthreemajorareasofactivity.
25.First,improvingandsupportingwomen'scapacitytoparticipateandshapeenvironmentalpolicyandactionatalllevelsfromgrassrootstogovernment.Worldwide,womenarestillverypoorlyrepresentedingovernmentsandotherdecision-makingbodies.Therehasbeenanimprovementinwomen'sparticipationindevelopmentprogrammes,buttheirrolestillfallsfarshortofmen's.Partofthesolutionistopreparewomenforgreaterparticipationbyequalizingeducationandliteracyratesforgirlsandwomenwiththoseofboysandmen.
26.Second,adjustinggovernmentprioritiessothatawarenessandpromotionofgenderequalityareintegratedintofinancialplanning.In20countriessofar,UNIFEMhassupportedthedevelopmentofgenderresponsivebudgets

thatexaminehowtheallocationofpublicresourcesbenefitswomenandmen,andaddressesgenderequalityrequirements.InMexico,thegovernmentearmarkedtheequivalentof0.85percentofthetotalbudgetin2003forprogrammespromotinggenderequity.Fourteenministriesarerequiredtoreportquarterlyonthestatusoftheseprogrammes.
27.Third,improvinginstitutionalcapacitiestoincorporategender-relatedenvironmentalanalysis.Muchofmodemenvironmentalanalysisisframedbythetechnical/scientificparadigmandreliesmostlyonquantitativebiophysicaldata.Muchoftheworkongenderandenvironment,ontheotherhand,isframedbyasocialscienceapproachrelyingmoreonqualitativematerial,casestudynarratives,andanecdotalevidence.Mergingthesetwoparadigmswillbeachallenge.
28.Itisdifficultenoughtomainstreamsocialconsiderationswithinenvironmentalwork;addinggenderasathirddimensionisevenmorechallenging.Manypeopleintheenvironmentalfieldseeissuessuchasclimatechangeorlossofbiodiversityasurgent,first-orderglobalproblems.Bringingagenderperspectiveintothediscussionisoftendismissedastrivial--oratleastnotessentialtopriorityproblemsolving.Itisnotunusualforenvironmentaliststoconsiderthatattentiontogenderdivertsenergyandtimeawayfrompressingissues;itis"likerearrangingthechairsontheTitanic,"oneenvironmentalistwasrecentlycitedassaying.Partofthischallengeistoconvincetechnicalexpertsthatgendermatters,andthatanalysesofgenderbalanceandequitydonotweakenordelay,butactuallystrengthenandsharpenenvironmentalanalyses,policiesandprogrammes.
